Victor Law, RPh
Chief Executive Officer
Victor Law, a respected leader in the pharmacy profession, has devoted his career to advancing the practice of independent community pharmacist. As president and CEO Alpha Plus Network Inc, he champions the company’s vision of driving independent community pharmacy as a preferred career path.
Dr. Victor Law also served on the California State Board of Pharmacy and was appointed by Governor Edmund G. Brown Jr. in 2012 and was reappointed in 2016. In 2018, his fellow Board members unanimously elected him as President of the California State Board of Pharmacy.
As a registered pharmacist, Victor has been chief pharmacist and president of Alpha Medical Pharmacy Inc. since 1987. He has held a multitude of community pharmacy positions and served as chairman of the United Pharmacists Network Inc. and Garfield Medical Center. Aside from being a successful businessman, Victor is also active in the community. He is known for his support of community organizations such as the San Gabriel Valley Boys and Girls Club. He started the Southern California Chinese Pharmacists Association as a vehicle to help pharmacists of Asian descent to celebrate their ethnicity and provide them an opportunity to interact on a social level.
Victor has been an active member of the California Pharmacists Association (CPhA) since 1982 and is a long-time fixture on the Board of the San Gabriel Valley Pharmacists Association. He served three terms as Association President of our chapter and continues to be actively involved today. He also currently serves on the dean's advisory board for Western University of Health Sciences Pharmacy School, Keck Graduate Institute, and Marshall B. Ketchum School of Pharmacy.
Ethan Huynh, PharmD, BCGP
Chief Operating Officer
As chief operating officer (COO) at Alpha Plus Network Inc, Ethan Huynh is responsible for the organization’s day-to-day operations, clinical program development, compliance strategies, client and vendor relations, and operational planning and delivery.
Ethan’s extensive background in the healthcare industry provides APNI the expertise to create superior partnerships with innovators, physician groups, manufacturers, medical professionals, healthcare organizations, insurance providers and other stakeholders to deliver patient-centered cost effective solutions that provides sustainability and prosperity for APNI’s independent community pharmacy members.
Prior to joining APNI, Ethan spent over 15 years in various pharmacy leadership roles in both clinical and community care settings and more recently in specialty pharmacy, infusion, and accreditation. Ethan earned his PharmD from Albany College of Pharmacy in Albany, New York and is a Board-Certified Geriatric Pharmacist. Ethan serves on numerous boards, including California Pharmacists Association (Treasurer), San Gabriel Valley Pharmacists Association (Board of Directors) and LiDER (Board of Directors). He also serves on committees for various nonprofit community organizations, medical missions abroad, providing leadership development and mentorship to the next generation of young leaders. Outside of the healthcare profession, he also enjoys growing as an entrepreneur in the financial services industry building teams, helping families become financially independent; and, supporting change as a philanthropist.
Lionel Yu
Managing Director
Lionel Yu, is the Managing Director for Alpha Plus Network Inc. and provides leadership for program planning, strategic sourcing process, including procurement operations and facilities management.
He is also the Chief Operations Officer of Garfield Health Center, a Federally Qualified Health Center correlative serving low-income and vulnerable populations in the San Gabriel Valley and greater Los Angeles area. In his current role, he is responsible for the overall operations of the Health Center and other pediatric, family, and internal private practices. He has more than 10 years of administration/management experience in the Healthcare industry serving minority communities.
In addition to his experience, he has earned a Masters degree in Health Administration from the University of Southern California and a Masters degree in Business Administration from Pepperdine University.
David Fong, PharmD
VP of Network Operations
As Vice President of Network Operations at Alpha Plus Network Inc, David Fong is accountable for leading network and service operations and is fully engaged in our strategic vision in developing pharmacy benefits management solutions for our network members.
David has served as the Director of Pharmacy Operations for Cathay Medical Industries Inc. since 1982. In 1999 he was appointed to the California Pharmacists Association Medi-Cal Advisory Committee. He has since then served on several managed care committees and have been actively involved with LA Care Health Plan since 1995. David has served as a member of the Pharmacy & Therapeutics Committee for UHP Health Plan, Intervalley Health Plan, and LA Care Health Plan and now serves on the LA Care Pharmacy Oversight and Audit Committee representing the interests of independent community pharmacists in Los Angeles County.
David’s passion for the independent community pharmacy can be seen in his involvement as a member of several pharmacy-based organizations which include Academy of Manage Care Pharmacists, American Pharmacists Association, California Pharmacists Association, National Community Pharmacy Association, Pharmacy Quality Alliance, and San Gabriel Valley Pharmacists Association. In 1997, David was named the California Pharmacists Association Pharmacist of the Year.
